The bigger the ambition, the more bounded the first step should be

Wellington faces interconnected challenges involving infrastructure, economic resilience, community wellbeing, disaster preparedness and public investment.

The ambition to address these challenges more coherently is significant. But the practical starting point need not be a new citywide programme or another predetermined solution.

It could begin with:

• one important and bounded Wellington challenge
• a credible convenor and sponsor
• the right communities, mana whenua and organisations
• community intelligence alongside institutional evidence
• a staged process with clear decision gates

My motivation comes from seeing how these elements often remain disconnected—and wanting to explore, rather than presume, whether they can be better connected to create enduring public value and support human flourishing.

Ambition matters. But credible system change may begin with a small group learning together around one real challenge.
