How I work
I help individuals, organisations, and places make better decisions that contribute to human flourishing.
My work is centred on an integrated Public Value Decision-Making System that provides a common framework for stewardship, decision-making and continuous improvement.
For organisations and larger places, I apply the Better Decisions, Better Outcomes (BDBO) framework during the Think stage to help leaders identify the right problems, opportunities, outcomes, public value and therefore the right things to plan before detailed planning begins.
How the system works
The Public Value Decision-Making System provides a framework for understanding how decisions are made and how value is created.
The system consists of leadership, fit for purpose capability, principles and community intelligence and capability applied across four interconnected phases:
Think Understanding the current situation, desired outcomes, options, risks, opportunities and priorities.
Plan Developing strategies, business cases, implementation plans and investment approaches.
Do Delivering services, programmes, projects and initiatives.
Review Measuring results, learning from experience and improving future decisions.
Public value is created through all four phases. Better outcomes depend not only on effective delivery, but on making sound decisions about what should be planned and delivered in the first place
My primary methodology is Better Decisions Better Outcomes (BDBO).
BDBO is applied within the Think phase of the Public Value Decision-Making System.
It helps decision-makers answer five fundamental questions:
Where are we now? Understanding the current situation using evidence, lived experience and stakeholder perspectives.
Where do we want to be? Clarifying the outcomes that matter most.
What is causing the gap? Identifying the drivers, barriers and opportunities influencing outcomes.
What options exist? Exploring practical alternatives and choices.
What should we do next? Identifying priorities and actions that are most likely to improve outcomes.
