The Better Decisions, Better Outcomes™ (BDBO) Framework
In my BLOG on 26th March here I set out the case that communities need to be resilient and speak with their voices to influence Government decision-making. Government seems to recognise the need for place-based solutions drawn from local intelligence whilst communities need investment to thrive.
The Better Decisions, Better Outcomes™ (BDBO) Framework is a systematic, holistic, relational way for leaders to THINK how best to achieve a resilient suburb, district, region or nation. The output is a Portfolio Business Case to inform a start-up decision on the best public value, commercially viable, affordable and achievable initiatives to achieve that.
In my BLOG on 2nd April here, I set out the stages in the BDBO process being:
· Governance and Alignment.
· Capability Development.
· Portfolio Development and Identification.
· Portfolio Creation and Assessment.
· Planning and Finalising the Business Case.
In my 9th April BLOG here, I elaborated on stage 1 for the right leaders to agree to THINK how to achieve a vision, nominate those to attend the following stages, agree how to engage the public, and establish Business Case Team to maximise local capabilities.
In my 16th April BLOG here I elaborated on stage 2 to build local capability, so when it’s time to refresh the thinking, it can be done locally.
In my 23rd April BLOG here I elaborated on stage.3 to do the THINKING with others to develop the Strategic Case, and then the Socio-Economic Case to identify the programmes needed to achieve the vision.
This BLOG is about stage 4 on how to create and assess the Portfolio options, and determine the preferred option and way forward.
1. Identify projects required for each programme and their cost, risk, priority, benefit, dependency.
2. Confirm Portfolio Options (Survive, Revive, Thrive)
3. Discuss CBA on short listed Portfolio options, preferred option and way forward.
4. Spatial Plan developed for each option
